I never got around to picking up SFIV. Is it worth getting it with this on the horizon or do I need to play SFIV to understand SSFIV?

There will probably be a few story elements to SSFIV that may require previous knowledge from the original version, but I can't say for sure.
Either way, the collector's edition is MUCH cheaper nowadays than it was and well worth it. OVA DVD, a pair of collector's models (Ryu and Crimson Viper), a small art book/combo book and a free costume DLC pack along with the game which has a different cover compared to the normal one.
